IDAHO: Legislative hypocrisy

I’m confused. I need someone to explain to me the behavior of the Idaho Legislature. It is dominated by Republicans who historically and, often, say that the federal government is too big and interferes with too many issues that should rightly be under the jurisdiction of the State. Yet, I see several recent actions by the Legislature by which it is attempting to keep local governments from passing certain laws. Is that big government interfering and being too big?
