Notice of Public Comment Period and Public Hearing on the City's CDBG Substantial Amendment The City of Coeur d'Alene is proposing to substantially amend the Annual Action Plans for Program Years 2014 and 2015 under the City's Community Development Block Grant (CDBG) Entitlement Program. The following changes are proposed to specific budget line-items and include community grants to two agencies that have been awarded grant dollars; their projects meet the HUD National Objective of benefiting low to moderate-income persons. Plan Year 2014 - The City proposes to move $32,089 from the City Sidewalk Project and $4,911 from Administration to pay for a $37,000 grant to the Boys and Girls Club for Engineering and Architect fees for their CDA Project. Plan Year 2015 - The City proposes to use $10,000 from Administration to pay the remaining BBC cost for the Fair Housing Assessment. It is also proposed to move $43,510 from the City Sidewalk Project and $119,330 from the Community Grant fund to St. Vincent de Paul for the purchase of the HELP Center ($162,840). This clarification requires a substantial amendment to the City's CDBG 2014 and 2015 Action Plans a process that includes a thirty-day public comment period.
