30-Day Notice of Comment Gisborne Whitebark Pine Restoration Project USDA - FOREST SERVICE Idaho Panhandle National Forests Priest Lake Ranger District Bonner County, Idaho The Forest Service, Idaho Panhandle National Forests, Priest Lake Ranger District, is proposing a 60 acre prescribed burning project referred to as the Gisborne Whitebark Pine Restoration Project. The purpose of the project is to restore the declining whitebark pine (WBP) population on Gisborne Mountain. Fire is essential in maintaining healthy, productive stands of WBP; the absense of fire due to successful fire suppression is contributing to the loss of WBP on Gisborne. Additionally, white pine blister rust and periodic mountain pine beetle activity have resulted in widespread mortality of WBP across the IPNF. Activities to restore WBP include some chainsaw work to remove undesired vegetation while creating openings for regeneration, prescribed burning, and planting of whitebark pine trees. Eleven of the 60 acres that would be prescribed burned occur on Idaho Department of Lands ownership. The remaining acres occur within the Canyon Creek Research Natural Area (RNA) on the Priest River Experimental Forest of the IPNF. Specifically, project activities would occur in the following locations: T58N, R3W, Sections 28 and 29, B.M. The Forest Service has made a preliminary assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and that no extraordinary circumstances exist that would preclude use of the category (eligible under categories 36 CFR 220.6(e)(5) and 36 CFR 220.6(e)(6)). This comment period provides those interested in or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
