LEGAL NOTICE OF FINDING OF NO SIGNIFICANT IMPACT Date: June 1, 2015 To: All Interested Government Agencies, Public Groups, and Individuals Subject: Environmental determination for the Hidden Lake Float Home Association Wastewater Collection Improvement Project In accordance with the State Environmental Review Process (SERP), the "Rules for Administration of Wastewater Treatment Facility Grants" (IDAPA 58.01.04), and the "Rules for Administration of Water Pollution Control Loans" (IDAPA 58.01.12), an environmental review has been performed and a finding of no significant impact (FONSI) issued by the Idaho Department of Environmental Quality (DEQ) for the following project: Hidden Lake Float Home Association Wastewater Collection Improvement Project Benewah County Hidden Lake, Idaho This environmental determination was made as a result of the review process indicating no significant environmental impacts would result from the proposed project. There may be several environmental effects from the referenced project as described below. Short-term impacts may occur during project construction that includes temporary disruption of the collection system, increased noise, increased dust pollution, increased potential for stormwater runoff, and disruption of localized traffic conditions. The project contractor is responsible for managing the temporary disruptions of the system as follows: " Air Quality: Temporary dust pollution impacts will be controlled as a condition of the construction specifications in accordance with the "Rules for the Control of Air Pollution in Idaho" (IDAPA 58.01.01.651). IDAPA 58.01.01.651 states that reasonable precautions shall be taken for dust control and suppression by using water or chemicals, applying dust suppressants, covering trucks, paving, and removing materials. In addition to the rule requirements, DEQ recommends that a dust prevention and control plan be implemented during construction of the project that includes best management practices (BMPs) to minimize dust pollution for fugitive dust control. Emergency generators must comply with Reciprocating Internal Combustion Engines National Emission Standards for Hazardous Air Pollutants. " Cultural Resources: If archeological artifacts (such as beads, arrow heads, pottery, fabric, grave goods, glass, metal fragments, or other human-made objects that appear to predate 1960) or human remains (such as bones, bone fragments, or teeth) are inadvertently discovered during construction, ground disturbing activities shall cease and the State Historical Preservation Officer (SHPO) and Coeur d'Alene Tribe shall be notified. Mitigation measures will be implemented as directed by SHPO and the tribe, and work will not resume at the discovery site without their consent. " Stormwater: Stormwater runoff shall be handled through an Environmental Protection Agency Stormwater Construction General permit and the development of a Stormwater Pollution Prevention Plan (SWPPP). The SWPPP and stormwater BMPs will be implemented prior to, during, and after project construction to reduce the potential for erosion from runoff. " Noise impacts from the project construction will be reduced by restricting work hours to reasonable times identified in the construction specifications. " Implement any other appropriate BMPs, wherever possible, to avoid or minimize impacts from other construction activities. The following permits will be required for this project: " Benewah County floodplain development permit, and " Any other local, state, or federal permit required for activities taking place during project construction. Beneficial Impacts: Overall, the completion of the proposed project will have long-term positive effects through improved water quality to Coeur d'Alene Lake. Description of the Project: The proposed project involves the following improvements: " Construction of a new 3,000 gallon discharge tank " Removal of the existing on-shore holding tanks for each floating home " Installation of on-shore pumping basins for each floating home " Installation of 4,650 lineal feet of force main along the utility path known as the Upper trail and connecting to the Heyburn State Park central sewer system at Upper Chatcolet Road " Construction of a lift station along the upper trail or the addition of high-head pumps at the on-shore pumping basins that would pump directly to the wastewater system at Heyburn State Park " Construction of 22 service lines averaging 80 lineal feet each. The service lines will be installed by means of open trench excavation and boring. Public Notice and Request for Proposals (RFP) The Grants Management Office is seeking responses to this Request for Proposals (RFP) from qualified Professional Services Providers who specialize in transit analysis, design, and engineering to conduct a Title VI Service and Fare Equity Analysis. Although, Title VI service and fare equity analysis requirement applies only to transit providers who operate 50 or more fixed route vehicles in peak service and are located in an urbanized area of 200,000 or more people, the Grants Management Office has elected to conduct the assessment as a best practice to determine whether service or fare changes will result in a disparate impact or disproportionate burden. The service and fare analysis must include proper data collection, such as: demographics, ridership, and public outreach. Additionally, the analysis must include a comparative analysis of current and proposed service availability, travel time and capacity, service delivery, and service equity, as well as an assessment of service standards, performance standards, and transit network design. The Transit Center, located at 2548 West John Loop (Lot 1, Block 1) and2476 West John Loop (Lot 2, Block 1) Riverstone West 3rd Addition, is an integral component of the transit network design. Prior to the equity analysis, the consultant will work with the Grants Management Office to establish policies and procedures for collecting and reporting data about customer demographics and travel patterns. This will include, but not be limited to: Major service changes Adverse effects related to a major service change or a fare change Thresholds for determining when adverse effects of service changes are borne disproportionately by a particular population group Define, validate, and certify datasets used to measure possible adverse effects Policy framework for the efficient and effective expenditure of funds that achieve the highest return on transit investments The tasks associated with this project require data analysis and technical expertise specific to the efficient and cost effectiveness of the Kootenai County transit system. Additionally, the Service and Fare Equity Analysis must be conducted in accordance with Federal Transit Administration Circular 4702.1B. The Contractor's deliverables must also include a cost analysis of the travel patterns within the CDA UZA for the City of Coeur d'Alene, City of Post Falls, City of Hayden, Dalton Gardens, Huetter, Rathdrum, Fernan, and State Line. The Contractor must address impacts of any service changes and/or the introduction of a fare on Title VI populations?as well as how the impacts may be mitigated.
