PUBLIC NOTICE Office of Emergency Management Emergency Operations Center Standard Operating Procedure and Table Top Exercise Development REQUEST FOR INFORMATION (RFI) Background: The Office of Emergency Management provides and coordinates mitigation, preparedness, response and recovery programs necessary to protect people, property, and the environment from major emergencies and disasters. We accomplish this by working with our community partners, municipalities and volunteers to establish cooperation and coordination in emergency planning and training. The teamwork we provide is a necessary foundation to developing emergency management capabilities that will minimize the loss of life and property during major emergencies and disasters. Purpose: Professional Services Consultants will be considered for updating the Kootenai County Emergency Operations Center's Standard Operating Procedures and assisting Kootenai County's Office of Emergency Management, OEM, with the development of a Tabletop Exercise to test the updated procedures. The last update to the Emergency Operations Center's SOP was in September 2013. The majority of the changes were documented during prior Emergency Operations Center, EOC, activations and trainings but have not been incorporated into the SOP. Scope of Work Includes: - Read and be familiar with the current SOP. -Review all changes identified during prior EOC activations and trainings. -Determine where and how the identified changes impact the current SOP. -Meet with OEM to review the changes and impacts to the SOP. -Update the SOP with approved changes. (Prior to September 1st, 2015) - Participate in an EOC staff meeting to be scheduled in September and document additional changes that might be required. -The purpose of this staff meeting is for each section of the EOC to re-familiarize themselves with the SOP and Section Tools. - Update the SOP with newly identified and approved changes from the EOC staff meeting if necessary. - Assist OEM with creating a Tabletop Exercise for EOC staff. -Test the Updated SOP during an EOC Tabletop Exercise. (Spring 2016) - Document the findings/proposed improvements during the EOC Tabletop Exercise. -Update the SOP, creating the final SOP to be distributed to EOC staff.
