Man wanted on seven felony warrants surrenders

POST FALLS — A 38-year-old Spokane man with seven felony warrants was arrested in Post Falls on Sunday night after law enforcement agencies set up a perimeter around a residence.

Richard Jack Smith was booked into the Kootenai County jail as a fugitive from justice.

Among his warrants in Washington were escape from the Department of Corrections, assault on law enforcement, unlawful possession of a firearm and two counts of possession of a controlled substance.

"We received a tip from a Spokane County deputy that (Smith) was staying at a home in the 400 block of Sixth Street," said Post Falls Police Capt. Greg McLean, referring to how Smith was found.

Post Falls Police officers and several Kootenai County sheriff's officers set up a perimeter around the house and attempted to call Smith from the residence around 11:15 p.m.

About 10 minutes later, Smith came out of the home peacefully and was arrested on the warrants, according to police.

Post Falls Detective Dave Beck said a female exited the home first. She was detained and confirmed Smith was inside. A male then exited and was detained before Smith came out.

Police told Smith that a K-9 would be sent inside the home if he did not exit.

Smith was booked into the local jail once previously — for driving without privileges and providing false information to an officer in March 2001.
