Cd'A residents arrested in kidnapping, assault case

Three Coeur d'Alene residents face first-degree kidnapping and aggravated assault charges after an alleged incident in Spokane and Rathdrum last week.

Angela M. Frisby, 37; Travis S. Anderson, 27; and Lilly M. Johnson, 19, were arrested and are being held in the Kootenai County jail. Anderson and Frisby are being held on $150,000 bonds, while Johnson is being held without bond.

The alleged victim, a 25-year-old woman from Washington, was treated and released from Kootenai Health after she was found bound in duct tape in the area of Highway 53 and Hidden Valley Road just outside Rathdrum city limits on Wednesday around 7:30 p.m.

"For the victim's safety, her name and hometown are being withheld," a Kootenai County Sheriff's Office press release issued Monday afternoon states.

According to the victim, she was abducted by force from the Broadway Foods store in Spokane earlier on Wednesday and driven to the Rathdrum area where she was physically assaulted by the three suspects.

"She was able to flee after her captors left the area where she was being held," the press release states.

Rathdrum Police Chief Kevin Fuhr said the victim was taken to an abandoned shop off Highway 53 in the city.

"We found some of her clothing at the shop where she had been dumped at," Fuhr said.

The victim was found about 100 yards from the shop where several passersby stopped and rendered aid until deputies arrived on scene.

Citing an active investigation, the KCSO is not releasing a possible motive for the alleged abduction at this time.

KCSO Lt. Stu Miller said he didn't immediately know if the victim knows the suspects, the extent of the victim's injuries or about how many hours she was held captive.

During coordination with Spokane Police shortly after the victim was found, a Spokane detective relayed suspect information that included Frisby possibly being at the Riverbend Inn in Post Falls.

Upon arrival, deputies found Frisby leaving the hotel's parking lot in a red vehicle.

KCSO detectives then responded, interviewed Frisby and arrested her.

During the investigation, further information was obtained on Anderson and Johnson and a warrant was issued for their arrest. The multi-agency North Idaho Violent Crimes Task Force arrested the two in Coeur d'Alene on Thursday.

Anderson was booked into the local jail twice before, including for charges of attempted strangulation in 2013 and theft by concealment in 2011.

Frisby had previous local bookings from 2008 to 2012, including for charges of disturbing the peace, battery, probation violation and fugitive from justice.

Johnson has no previous booking history at the local jail.
