Section 11. Punctual Payment of Warrant: Provides for the payment of the Warrant. Section 12. Form of Warrant and Certificate of Authentication: Describes the forms of the Warrant and Certificate of Authentication thereon. Section 13. Tax Covenants and Special Designation: Includes covenants to comply with federal tax requirements and designation of the Warrant as a "qualified tax-exempt obligation under Section 265(b)(3) of the Internal Revenue Code of 1986, as amended from time to time. Section 14. General Authorization: Authorizes officials of District to perform acts consistent with the Ordinance. Section 15. Effect of Partial Invalidity: Provides that other covenants and agreements in the Ordinance are not affected if one is made invalid. Section 16.
