WORKERS: Term used loosely

In my daily driving I’m going by Ramsey Elementary School twice a day. The city has torn up the street the last couple of weeks. It looks like they’re replacing some pipe. I’ve noticed some workers digging in the trench, etc. I’ve also noticed that there are about eight or nine guys standing around wearing shiny vests and hardhats talking and laughing. We’re paying these guys to do that? Maybe it’s time to do a little house cleaning. Overpaid and under worked.
