LEGAL NOTICE Request for Comments Interagency Natural Resource Center Project USDA - Forest Service Northern Region Idaho Panhandle National Forests Forest Supervisor's Office Coeur d'Alene, Idaho The Forest Service is preparing an environmental analysis for its proposal to construct an Interagency Natural Resource Center, and invites the public to comment. The new facilities would provide office space and other infrastructure for the Idaho Panhandle National Forests Supervisor's Office and other Forest Service employees, the Bureau of Land Management Coeur d'Alene District and Field Offices (BLM), and the US Fish and Wildlife Service Northern Idaho Field Office (USFWS). The new facilities would be located on Forest Service managed land at the Coeur d'Alene Nursery, near Kathleen Ave, at 3600 Nursery Rd., in Coeur d'Alene, ID. The legal description is T51N R4W Section 34. The Supervisor's Office is located at 3815 Schreiber Way, Coeur d'Alene, ID in leased buildings. The BLM Coeur d'Alene District and Field Offices are co-located with the Supervisor's Office. The lease for these facilities consists of approximately 43,041 square feet of office, 15,760 square feet of warehouse, and 68,084 usable square feet of ware yard space. There is parking for 162 employees and 24 visitors. There are also 78 secure parking spaces for government vehicles. The BLM occupies and pays 35% of the space and rent. This lease expires in September 2017. There are 63 Forest Service employees located at the Supervisor's Office, who provide forest-wide program and administrative leadership and support. Office space is also provided for 4 law enforcement personnel assigned to the Idaho Panhandle National Forests, 14 employees assigned to Zone Acquisitions, 4 employees assigned to Zone IRM (2 radio and 2 computer), 8 employees assigned to Northern Region Forest Health Protection, 4 Law Enforcement employees, and 2 employees assigned to Rocky Mountain Research Station. The Forest Service also anticipates that 10 additional Service First employees will be assigned to this office in the next two years. In addition, the office provides space for about 35 BLM employees. The USFWS Northern Idaho Field Office (19 employees) currently shares facilities with the Eastern Washington Field Office in Spokane Valley, WA. While the current Supervisors Office building is adequate, the annual lease rate is very high and the office building is not energy efficient. When the lease expires it would be financially advantageous to relocate to an energy efficient building owned by the government in the Coeur d'Alene area. The IPNF conducted a Preliminary Project Analysis in April 2011. Based on the results of this analysis, the Forest Service proposes to construct a new facility on Forest Service managed land at the Coeur d'Alene Nursery, one mile west of the current facilities. Executive Orders 13423 (January 2007) and 13541 (October 2009) require new government facilities to be high performance and sustainable, including optimized energy performance, protection and conservation of water, and reduced environmental impact of material. Due to the pending expiration of the lease on the current facilities used by the Forest Service and the BLM, there is an opportunity to reduce costs, become more energy efficient, and improve public service and inter-agency coordination. The footprint of the proposed office, infrastructure, and other facilities would be approximately 8.0 acres. The new facilities would be high performance and sustainable to include optimized energy performance, protection and conservation of water, and reduced environmental impact of material. The project would include: Excavation of approximately 8 acres. Construction of a new 23,000 square-feet two-story office building Paving surface on approximately 6 acres for visitor, employee, and government vehicle parking. Construction and paving of new 50'x 250' entrance road from Kathleen Avenue. Addition of turning lane and traffic light on Kathleen Ave. by the City of Coeur d'Alene. Construction of a 5,000 square-feet paved parking area adjacent to the existing bike trail on the south side of Kathleen Avenue for public use. Construction of 18,000 square-feet warehouse. Installation of 14,000' chain-linked security fence with barbed wire along the top with two electric gates around the warehouse and government-vehicle parking area. Installation of street lights within parking areas and external lighting on buildings. Installation of buried water, sewer, electric, and communications lines. Construction of drainage for surface water run-off. The environmental analysis will also consider and compare the proposed action to a no action alternative under which no new office or other facilities would be constructed. The IPNF, BLM, and USFWS would continue to use their current facilities. The Forest Service has identified the following preliminary issues for analysis: Cultural Resources : Will the proposed construction damage or destroy cultural resources? Special Status and Native Plants: How will the construction affect special status plants and native vegetation at the site? Invasive Species and Noxious Weeds: Will construction result in spread of invasive species or noxious weeds? Wildlife and Special Status Wildlife: Will the construction and use of the new facilities affect wildlife or special status wildlife? Soil and Water: Will there be excessive run-off or sediment from the site during and after construction? Scenic Quality and Noise: How will noise, light, and changes in the view resulting from construction and use of the new facilities affect neighboring residents? Recreation: How will construction and use of the new facilities affect recreational use of the adjacent bike trail? Socio-economic: Will the construction and use of new facilities affect adjacent property values? Will it affect traffic and public safety near the entrance to the facilities? Specific written comments on the proposed project will be accepted for 30 calendar days following the publication of this notice in the Coeur d'Alene Press. The publication date in the newspaper of record is the exclusive means for calculating the comment period. The regulations prohibit extending the length of the comment period.
