USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) is seeking comments on activities proposed on National Forest System lands in an area approximately 10 miles northeast of Coeur d'Alene, Idaho. The 11,000-acre Bottom Canyon Project Area is located entirely within Kootenai County (T51N R2W, sections 1-3, 10-12, 13-16, 21-24 and 25-26; T51N R1W sections 6-9, 17-20 and 30; T52N R2W sections 35-36; and T52N R1W section 31, Boise Meridian). The proposal has been identified as the Bottom Canyon Project. Primary objectives of the proposal are to 1) Increase the quantity and distribution of western white pine, ponderosa pine, western larch and western redcedar to improve resiliency of the landscape to future disturbances; 2) Improve water quality and aquatic habitats; and 3) Provide forest products that contribute to the sustainable supply of timber products from National Forest System lands. Proposed activities include 2,293 acres of commercial timber harvest and associated activities (1,586 acres of fuels treatment, tree planting and early stand-tending activities); vegetation management activities not associated with commercial timber harvest (134 acres of prescribed burning followed by planting, 112 acres of mastication followed by tree planting); and watershed improvement activities (115 miles of road decommissioning, 64 miles of road storage, aquatic organism passage repair at 11 culverts, and stream channel crossing restoration at 57 sites). All roads proposed for road decommissioning and storage are currently closed to public access; no roads currently open for public access would be decommissioned or stored. The Bottom Canyon Project will be completed using the authority of the Healthy Forests Restoration Act of 2003 (HFRA), Public Law 108-48, as amended by the 2014 Farm Bill, Section 8204. Projects authorized under the HFRA are subject to the Predecisional Administrative Review Process (referred to as the "objection process") pursuant to 36 CFR 218, Subparts A and C. Objections will only be accepted from those who have submitted written comments specific to the proposed project during scoping or other public involvement opportunity where written comments are requested by the responsible official (36 CFR 218.5).
