USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests is seeking comments on the Prospecting Duke Project. The Prospecting Duke claim is located in portions of the southern half (S 1/2) of Section 4, of Township 49 North, Range 4 East B.M., located in Shoshone County. The site is north of the Beaver Creek Road and on FR #456UY, at Prospect Gulch, approximately 1 mile northwest of Delta, and 2 miles southeast of the Prichard Y, near Prichard, ID. The project is located within the Beaver Creek Drainage. The trench is approximately 250 feet long by 10 to 20 feet wide by 6 to 15 feet deep across on a high bench placer deposit. The site would require approximately 30 trees to be removed for safe operations to occur. The topsoil and overburden would be stockpiled onsite and the pay gravel will be hauled off forest to a private wash plant approximately two miles away in Delta, Idaho. The washed gravels will be returned to site for concurrent reclamation. The site would occur in 3 phases for 5-7 days a week for 12 - 14 hours a day. There would be no night operations. Phase one would include truck access road construction on a temporary road that would be approximately 200 feet long. Phase two would include the trench site preparation, trench excavation, and removal of pay gravel for processing. Phase three would include the reclamation of the exploration trench area of disturbance and the temporary road. All three phases are anticipated to take 2 months total. Equipment that is anticipated to be utilized for operations is: a Caterpillar 306 Mini Hydraulic Excavator, a single-axle 10 cubic yard dump truck, a mini conveyor belt system, and a Bobcat Mini Track Loader. The site will be secured by a lockable industrial strength gate and will not be occupied outside of operational hours. The equipment will be refueled daily and will not require stockpiled fuels onsite. The District Ranger has made a preliminary assessment that this proposal falls within the scope of actions listed in the Forest Service Handbook (FSH) that are categorically excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and that no extraordinary circumstances exist that would preclude use of the category 36 CFR220.6 (e)(8)(iii) - "Short term mineral, energy, or geophysical investigations and their incidental support activities that may require cross-country travel by vehicles and equipment, construction of less than one mile of low standard road, or use and minor repair of existing roads. The site is west of the Eagle Creek Road, located in-between Fancy and Daisy Gulches. The project is located within the Prichard Creek Watershed and Eagle Creek Sub-watershed. The trench would be approximately 200 feet long by approximately 17 feet wide by approximately 6 to 12 feet deep across a bench placer deposit. The excavation of the site would occur in 3 phases for a total of 20 weeks. There would be no night operations. The site would require approximately 4 merchantable and 4 non-merchantable trees to be removed for safe operations to occur. The topsoil and overburden would be stockpiled onsite and the pay gravel will be hauled off forest to a private wash plant approximately two miles away in Delta, Idaho. The washed gravels will be returned to the site for concurrent reclamation. The trench, associated disturbances, and temporary access routes would be put back to original contour and reclaimed. Equipment that is anticipated to be utilized for operations is: a Kobota KX57 Mini-hoe Compact Excavator, a single-axle 12 cubic yard dump truck, a Stihl 440 chainsaw, and a Bobcat s185 Skid Steer Loader. The site will be secured by a lockable Forest Service standard gate and will not be occupied outside of operational hours.
