PUBLIC NOTICE and REQUEST FOR PROPOSALS (RFP) Kootenai County will accept proposals from qualified firms for the management of Paratransit |Demand Response Services for the Transit System in Kootenai County's Paratransit service area until 1 December 2014. Proposals must be received in the Kootenai County Board of Commissioners office at 451 North Government Way - Kootenai County Administration Building, 3rd Floor, Coeur d'Alene, Idaho, 83814-9000, in sealed envelopes marked "Paratransit Service |Demand Response _ RFP 14-01" no later than 2:00 PM Pacific Time, Monday, 1 December 2014. The contractors should specify their official name in the lower left hand corner of the outside of said envelope. The technical proposal shall consist of all submissions relating to the performance of the Scope of Services excluding only the cost of said services. A detailed cost proposal for said services shall be submitted separately in a sealed envelope clearly marked "RFP Paratransit |Demand Service 14-01 Cost Proposal." The contractor should specify their official name in the lower left hand corner of sealed envelope. Failure to comply with this may result in a rejection of the entire proposal. As per FTA requirements, the Grants Management Office will conduct a cost/price analysis at the end of each contract year. Kootenai County shall have the sole option to extend the contract for up to two additional one year periods, for a maximum possible contract term of three years. The terms and conditions of the contract, unless otherwise terminated or extended, shall remain in effect on a month-to-month basis during any time period not otherwise covered by the provisions of the contract.
