USDA FOREST SERVICE Idaho Panhandle National Forests Bonners Ferry Ranger District Opportunity to Object ? Twentymile Creek Project Mary Farnsworth, of the Idaho Panhandle National Forests, has prepared an environmental assessment and draft decision notice and finding of no significant impact for Twentymile Creek. She has decided to implement Alternative 2 with modifications (Alternative 2 Modified) as the selected alternative The Twentymile Creek watershed provides drinking water for over 90 households in the Twentymile Water Association. Their drinking water originates on National Forest System lands. Those lands are generally overstocked with hazardous fuels resulting in increased risk of wildfire. The project area is located within portions of T60N, R1E Sections 1, 12, 24; T60N, R2E Sections 6, 7, 18, 19; T61N, R1E Sections 24, 25, 26, 35, 36; T61N, R2E Sections 30, 31. The project area is characterized by moderate and steep terrain. Approximately one third of the timber stands in the watershed are dominated by mature lodgepole pine at risk of mortality from the mountain pine beetle. The remainder of the watershed is made up of mixed conifer timber stands (approximately 60 percent) and rock (less than five percent). The last large stand replacing fires in the area occurred in the late 1880's and early 1900's, resulting in the existing lodgepole stands and hazardous fuel buildup present today. In general, the lodgepole pine dominated stands are located in the higher elevations and mixed conifer species are located in the mid to lower elevations. Roads were built in the lower portion of the watershed in the 1950's and into the upper reaches during the 1980's. Some lodgepole pine stands within the drainage were harvested during the 1980's and have since regrown creating the need to pre-commercial thin the stands. Alternative 2 - Modified would implement vegetation treatments on approximately 1337 acres. These silvicultural treatments include approximately 703 acres of even-aged and two-aged treatments, 148 acres of commercial thinning and group selection treatments, 28 acres of shaded fuel breaks, and 458 acres of pre-commercial thinning. Commercial timber harvest would be accomplished using ground-based systems (approximately 521acres), skyline yarding (approximately 303 acres), or a combination of the two (approximately 27 acres). Non-commercial harvest (pre-commercial thinning) would use hand falling with chainsaws or a small excavator with masticating attachment. In timber harvest units, activity fuels and pre-existing fuels would be treated through prescribed underburning, machine piling, whole-tree yarding, or a combination of these treatment options. In machine-piled units, only fuels (natural and activity) in excess of what is desired to meet resource objectives would be piled. In pre-commercial thinning units, fuels (slash) would be left to decompose naturally and piled / burned where feasible. The slash in the shaded fuel breaks would be hand-piled in the steep rocky sections with mechanized piling or masticating equipment used on gentler slopes where feasible. Proposed road activities include the reconstruction of approximately 16.4 miles of system roads, storage of approximately 9.5 miles of system roads behind gates, and decommissioning of approximately 1.3 miles of system roads that are currently impassible due to vegetation. Another 5.1 miles of non-system roads would be decommissioned through natural recovery with native vegetation.
