Request for Proposals - Idaho Panhandle Stormwater and Erosion Educational Program Support September 6, 2013 OVERVIEW The Mission of the SEEP The Panhandle Stormwater and Erosion Education Program (SEEP) is an educational program committed to training individuals about the fundamentals of erosion and sediment control planning and practices. It is also intended to provide a forum for participants to share experiences and exchange ideas on methods, applications and effectiveness of best management practices, broadening their perspectives through discussion. Our current target audience includes contractors, development professionals, educators, and agencies representatives. Certification is available for those participants who choose to pursue it through testing and continuing education. The program has certified hundreds of people throughout the panhandle region of Idaho. The Origin of the SEEP Panhandle SEEP was founded in 2005 by agency and industry representatives living and working in the five northern counties of Idaho. Contractors and design professionals enlisted the assistance of agencies after recognizing the double impact construction site erosion was having on local resources which included physical destruction of local water resources followed by costly enforcement actions. A committee of stakeholders was formed in 2006, and the Basic SEEP class was born in 2007. Since that time, hundreds of students have been "SEEP-certified" through the basic class. Operation of SEEP Basic SEEP classes are held each spring and at other times of the year upon request. Basic SEEP certifications are good for three years until continuing education credits are due. Databases track certified individuals (members) and recertification deadlines for these members. Classes are taught by a combination of paid instructors and agency staff who are SEEP-certified. Registration fees cover the cost of instructors and class supplies. SEEP is run by a steering committee comprised of construction and development industry, agency representatives, and individual volunteers. The committee, consisting of 9 members serving alternating terms, meets once each month for approximately 2 hours in Coeur d'Alene, Idaho. Special meetings are called on occasion for specific tasks. Formal agendas and minutes are distributed to the SEEP committee and are available to members and the general public on-line. Phone conferencing is currently available to accommodate regional interest. Special meetings are called on occasion for specific tasks. The Steering Committee votes on all decisions affecting the SEEP Program and its membership. The committee operates with a Standard Operating Procedure, Business Plan, and Resource Manual. These documents capture changes to the program made by approved votes and require maintenance, updates, and development guidance. Members and other supporters include private industry, community volunteers, agencies, municipalities, nonprofit entities, area tribes, educational institutions. Since 2008, annual revenue has averaged approximately $20,000, with an average in-kind match of about the same. Since 2008, annual expenses have averaged $24,000. See attached spreadsheet for more detail. Panhandle Area Council (PAC) has carried out the administrative duties since 2005, as directed by the steering committee. PAC currently provides support through bookkeeping, accounting, clerical duties, management of student registration and the related database, website maintenance, preparation of class materials, office space, meeting and classroom space, storage of classroom supplies, and phone and internet usage. Future of SEEP The SEEP committee is seeking a not for profit entity to manage and grow the program in addition to providing administrative support. This person would take the ideas of the committee and put legs on them.
