ULUC: Leaders, please step forward

It seems to me that the unpopularity of the proposed land use code among the citizens of Kootenai County would be a red flag to the commissioners and that they would drop the idea altogether. If they were to force it upon the county in any form, could the people just ignore it like the county commissioners ignored the people? Or maybe the county should find leaders willing to listen to its citizens?
