Finding of No Significant Impact (FNSI) This Notice will serve as Public Notice Of EPA's Issuance of a Finding of No Significant Impact (FNSI) with the NPDES permit. In compliance with EPA headquarter policy guidance for re-issued NPDES permits, the EPA Region 10 NEPA Compliance Program has evaluated the proposed NPDES permit and balanced the need to reevaluate the NEPA analysis. As the proposed re-issued NPDES permit conditions will not change from the previous NPDES permit and there have not been nor are there going to be any proposed changes to any other aspects of the applicant=s operations, EPA does not consider the proposed NPDES re-issued permit to constitute a significant change warranting the need to undertake a new NEPA analysis. Therefore, EPA Region 10 has determined that the previous Environmental Assessment developed in 09/25/2012 does not need to be amended with a new NEPA analysis and that the findings of the NEPA analysis are incorporated here by reference. #(3).
