Notice of Proposed Action and 30-Day Comment Period Marble Creek Splash Dams Project USDA Forest Service Idaho Panhandle National Forest, St. Joe Ranger District Shoshone County, Idaho The St. Joe Ranger District is partnering with the U.S. Fish and Wildlife Service, Idaho Department of Environmental Quality, Idaho Department of Fish and Game, and Avista Corporation to propose completion of a fish passage project on National Forest System lands in Shoshone County, Idaho. For purposes of analysis and public involvement, the proposal has been identified as the Marble Creek Splash Dam Passage Project. This fish passage and restoration project is located at two sites on Marble Creek, a tributary of the St. Joe River, about 35 miles up the St. Joe River from St. Maries, Idaho (Township 43 North, Range 3 East, section 1 and Township 43 North, Range 4 East, section 6, Boise Meridian). The proposed project would allow the re-establishment of native westslope cutthroat trout and bull trout in the high-quality tributary habitat of upper Marble Creek. The project would modify two splash dams by breaching a portion of each dam using controlled (directional) explosives to provide passage for native fish, leaving the remaining dam intact. The splash dams were two of several constructed in 1915 and used to control water flow until 1931. The project is not in any congressionally-designated areas, or research natural areas. Preliminary analysis indicates the project will improve conditions for bull trout or designated critical habitat for bull trout. The project would not affect other threatened, endangered, or sensitive animal or plant species; floodplains; wetlands; municipal watersheds; American Indian religious or cultural sites. The project is within the Grandmother Mountain Roadless Area. An analysis of effects to the roadless and wilderness characteristics will be conducted. The splash dams are recognized for cultural importance and mitigation measures will be implemented. This comment period provides those interested in or affected by this proposal an opportunity to make their concerns known before a decision is made by the Responsible Official.
