NOTICE OF PUBLIC HEARING HAYDEN LAKE RECREATIONAL WATER AND SEWER DISTRICT KOOTENAI COUNTY, IDAHO NOTICE OF HEARING ON CREATION OF LOCAL IMPROVEMENT DISTRICT NOTICE IS HEREBY GIVEN April 9, 2013, at 6:00 p.m., at Hayden Meadows Elementary, 900 E. These improvements are necessitated by increased water quality requirements of the U.S. Environmental Protection Agency and Idaho Department of Environmental Quality. Specific projects include but are not limited to flow equalization, biological nutrient removal, tertiary filtration, and biosolids treatment improvements. Other improvements to the HARSB facility are related to replacement of depreciated components, including headworks, disinfection, biosolids treatment, and effluent pumping. The System Improvements are more fully described as Alternative 2 in the draft HARSB Wastewater Facilities Plan prepared by JUB Engineers, dated October 17, 2012. The District will participate in these project costs on a "pro-rated" basis, based on the ratio of equity in the facility. (ii) Collector System Upgrade: The Collector System Upgrade will include improvements to the District's sewer collection facilities, as identified in the draft HLRWSD Wastewater Collection System Facilities Plan, prepared by Welch Comer Engineers, dated February 3, 2012. The Collector System Upgrade will include the rehabilitation or replacement of sewage pump stations and appurtenances, installation of gravity sewer relief lines in Miles Avenue and Strahorn Road, addition of emergency power generators and telemetry controls. (iii) Costs of construction will include, but are not limited to, engineering, legal, accounting, costs of bond issuance, costs of interim financing, costs of financial advice, the funding of a guarantee fund or reserve account to secure payment of financing, and other costs incidental thereto.
