Opportunity to Comment USDA - Forest Service Idaho Panhandle National Forests St. Joe Ranger District Shoshone and Clearwater Counties, Idaho The St. Joe Ranger District of the Idaho Panhandle National Forests is seeking comments on activities proposed on National Forest System lands in the Cat Spur Creek drainage, which is part of the West Fork St. Maries River watershed (T41N, R2E, Sections 5 and 6; T42N, R2E, Sections 19-22, 27-30, and 31-33, Boise Meridian). The proposal has been identified as the Wooden Spur Project. Primary objectives of the proposal are to 1) Improve vegetation's resilience to disturbance; 2) Maintain and promote large-diameter trees; 3) Contribute to employment and income by providing wood products; and 4) Improve the aquatic environment. Proposed activities include timber harvest, prescribed burning with no associated timber harvest, watershed improvement (such as culvert replacement and spot reconstruction on roads to reduce sediment), and road management. Regeneration (clearcut, shelterwood and seedtree) harvests would occur on a total of 105 acres, with commercial thinning harvests on a total of 272 acres. Prescribed burning (not associated with timber harvest) would occur on approximately 39 acres of National Forest System lands. Planting would occur in regeneration harvest areas. Forest Service policy in Region 1 requires Regional Forester approval for development of openings over 40 acres in size. Proposed seedtree Units 13 and 14 combined are almost 40 acres and are adjacent to a previously harvested area on Potlatch land which is regenerated and is providing hiding cover for wildlife. Potlatch recently precommercially thinned this area, and it is well-stocked. No other proposed timber harvest would result in openings larger than 40 acres. Reconstruction would occur on roads to be used for timber haul. A total of 3.3 miles of new system (permanent) road would be constructed, with 1.4 miles of new temporary road. Following completion of project activities, a total of 5.3 miles of road (including new construction and reconstruction) would be put into long-term storage and 1.3 miles of road would be decommissioned (including all of the new temporary roads).
