HUNTING: Impact seen in Washington

I was wondering the other day what Idaho hunters, whose elk hunting seasons have been greatly affected by the wolf situation, as in no cow hunting, shortened seasons etc., might think of the master hunter season, just over the state line in Washington, and its effect on their elk population. As these elk cross the state line to avoid the wolf pressure, and are in a winter survival mode, they are met by Washington master hunters who have almost the entire month of December to harvest them. In years past it was either sex. This year, after local outcry, it is now cows only. Just wondering?
