Walker signed a Decision Memo authorizing the implementation of the Schweitzer Fuels Reduction Project in Township 58 North Range 2 West Sections 26, 27 and 34 (Boise Meridian). Under this decision, slashing, hand piling, machine piling and pile burning will occur on approximately 75 acres. The Forest Service, Idaho Panhandle National Forests, Sandpoint Ranger District, has made an assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and that no extraordinary circumstances exist that would preclude use of the category. NOTICE FOR COMMENT USDA - Forest Service, Northern Region Idaho Panhandle National Forests Bonners Ferry Ranger District Boundary County, Idaho Twentymile Environmental Assessment The Idaho Panhandle National Forests is proposing ecosystem restoration activities in the Twentymile Creek watershed on National Forest lands within the Bonners Ferry Ranger District. This watershed provides surface drinking water for over 90 households in the Twentymile Water Association. The purpose of this project is to reduce the risk of crown fires and the possible negative effects to drinking water quality, the Black Mountain communications site, and enhance overall forest health and resilience. This action is needed because of the existing and increasing risk of crown fires in the watershed. The congested stand conditions and mature lodgepole stands are at risk of mortality from drought, diseases, bark beetle outbreaks, and stand replacement fires. The project is located approximately eight miles south of Bonners Ferry and within portions of T60N R1E Sections 1, 12, 24; T60N R2E Sections 6, 7, 18, 19; T61N R1E Sections 24, 25, 26, 35, 36; T61N R2E Sections 30, 31. The proposed action would implement vegetation treatments on approximately 1,381 acres. The treatments include approximately 747 acres of even-aged treatments, 148 acres of commercial thinning and group selection treatments, 28 acres of shaded fuel breaks, and 458 acres of pre-commercial thinning. Silvicultural treatments involving commercial timber harvest would be accomplished using ground-based systems (approximately 527acres), skyline yarding (approximately 341 acres), or a combination of the two (approximately 27 acres). Non-commercial harvest (pre commercial thinning) would use grapple piling or masticating equipment (small excavator) or hand falling with chainsaws. The proposed action also includes the relocation of the Black Mountain Lookout. The lookout tower would be moved to a new site approximately a half mile northeast of its present location, on the main ridge between Black Mountain and Clifty Mountain. Proposed road activities include about 0.2 miles of new construction to access the new lookout location, reconstruction of approximately 16.4 miles of system roads, storage of approximately 9.5 miles of system roads behind gates, and decommissioning of approximately 1.3 miles of system roads that are currently impassible due to vegetation. Another 5.1 miles of non-system roads would be decommissioned through natural recovery. Approximately 0.7 mile of old non-system roads would be reopened as a snow road to access units 8 and 22 then closed again after use. Approximately 0.1 mile of non-system road would be added to the road inventory to become a system road.
