Idaho Panhandle National Forests Coeur d'Alene River Ranger District Forest Supervisor Mary Farnsworth has announced her decision to implement fuel reduction and stand improvement activities on National Forest System lands in an area approximately 5 miles southeast of Coeur d'Alene, Idaho (T49N, R3W, Sections 12-15, 22-27, and 34-36; T49N, R2W, Sections 7-8, 16-23, and 25-36; T48N, R2W, Sections 3-8, 16-19, and 30; and T48N, R2W, Sections 1-5, 8-9, 11-13 and 24; Boise Meridian). For purposes of this analysis, the area was identified as the Red Beauty Resource Area. Under the Selected Alternative 3, commercial harvest and associated activities (prescribed burning/fuel treatments and reforestation) will occur on a total of approximately 725 acres; prescribed burning not associated with timber harvest will occur on an additional 3,792 acres, with 51 acres of fuelbreak construction. Associated road management activities include road maintenance, reconditioning, reconstruction, and new construction (1.2 miles permanent construction, 0.4 miles temporary construction). Following completion of project activities, a total of approximately 1.6 miles of road will be decommissioned as part of the project. Assessment of this project has been conducted under the authority of the Healthy Forests Restoration Act (HFRA, PL 108-148). Passed in December 2003, the HFRA is intended to reduce the threat of destructive wildfires, while upholding environmental standards and encouraging early public input during planning processes. The HFRA provides a pre-decisional administrative review process (referred to as the "objection" process) pursuant to 36 CFR 218, subpart A (it is not subject to notice, comment and appeal provisions pursuant to 36 CFR 215; see 36 CFR 218.3). The objection period began after release and distribution of the environmental assessment (EA), as announced to the public by notification in the cover letter for the EA and through publication of a legal notice in the newspaper of record (Coeur d'Alene Press, Coeur d'Alene, Idaho) on June 4, 2012. Two letters of objection were received in a timely manner. Reviewing Officer Jane Cottrell (USDA Forest Service, Northern Region) considered the Red Beauty Resource Area project and determined that the project is in compliance with applicable laws and regulations, and clearly demonstrates that the project is consistent with the HFRA. The concerns and suggestions raised by the objecting organizations have been considered in selecting an alternative for implementation, as described in the decision notice (DN). In the process of gathering data for the Red Beauty Resource Area and conducting the requisite roads analysis, the project team identified opportunities to accomplish improvements on National Forest System lands within the Red Beauty Resource Area. These project opportunities were shared with the public concurrent with public scoping on the Red Beauty HFRA proposal in October 2010. While these opportunities were not directly associated with the HFRA-based action for the area and were not required to advance that action, they would help move the landscape toward its desired future condition as defined by the Forest Plan. In the analysis of effects documented in the June 2012 Red Beauty EA, these opportunities were considered reasonably foreseeable (likely to be implemented within the next five years based on projected funding availability), allowing for their concurrent implementation with the Red Beauty HFRA action. Analysis and documentation of the opportunities are in progress; decisions on implementation are expected by late summer 2012. As stated pursuant to 36 CFR 218.10(b)(2), this project is not subject to further administrative review by the Forest Service or the Department of Agriculture.
