The equipment manufactured by GE will be evaluated to determine the system's ability to meet phosphorus and ammonia removal standards contained in the City's discharge permit. The City believes that competitive solicitation for such equipment is disadvantageous, especially since the equipment is intended to continue an evaluation and testing program that has shown promising performance that is vital for the operation of the wastewater utility.
