The Department of Health and Welfare is seeking to identify community-based nonprofits and government agencies that show the interest, ability and financial stability to implement and operate an Individual Development Account (IDA) Program in Idaho. IDA projects help participants save earned income in special-purpose, matched savings accounts. Every dollar in savings deposited into an IDA by participants is matched by the project, promoting savings and enabling participants to acquire a lasting asset. Upon successful completion of the program, IDA project families use their savings, including the matching funds, to achieve any of three objectives: acquiring a first home; capitalizing a small business; or enrolling in postsecondary education or training. All IDA projects must provide basic financial management training and supportive services, such as financial education on owning and managing a bank account or a credit card; credit counseling and repair; guidance in accessing refundable tax credits, including the Earned Income Tax Credit and the Child Tax Credit; and specialized training in owning particular assets for the long term. Subgrantees spending $500,000.00 or more in federal funds during the subgrantee's fiscal year shall have an audit performed in accordance with Circular A-133 and provide proof. NOTICE FOR COMMENT North Zone Roadside Salvage USDA ? Forest Service, Northern Region Idaho Panhandle National Forests Bonners Ferry Ranger District Boundary County, Idaho The Bonners Ferry Ranger District on the Idaho Panhandle National Forests is preparing an Environmental Assessment for the North Zone Roadside Salvage project. A legal advertisement for this project was previously published in the Coeur d'Alene Press on March 8, 2012 without a project title. This notice replaces the previous notice. The Forest Service proposes to salvage hazard trees and perform road maintenance work on specific forest system road segments, including currently drivable open and seasonally closed roads that are not closed due to grizzly bear management. Salvage operations would be conducted along-side about 412 of the 612 total miles in the project area. Salvage material includes only dead standing and down trees within 200 feet of road shoulders, with the exception of incidental live "hazard trees" that could also be cut if they pose a public safety threat of falling on the road surface. The proposed action also includes road maintenance work along-side 612 miles of roads within the project area. The 412 miles of roadside salvage would take place within portions of the same 612 miles of roadside included for the maintenance clearing work. It is anticipated that approximately 120 total miles of roadside salvage and vegetation removals for road maintenance purposes would be accomplished annually over a five-year period across the three districts.
