USDA - FOREST SERVICE Idaho Panhandle National Forests Coeur d'Alene River Ranger District Benewah, Bonner, Boundary, Kootenai, and Shoshone Counties, Idaho 30-Day Comment Period for Decision Memos Opportunity to Comment on NIC Outfitter Guide Special Use Permit The Forest Service, Idaho Panhandle National Forests, Coeur d'Alene River Ranger District, is preparing a Decision Memo for the NIC (North Idaho College) Outfitter Guide Special Use Permit Project. The proposal would allow NIC to conduct guided activities such as cross-country skiing, avalanche education, kayaking, fly-fishing, hiking, biking and camping in multiple areas across the Idaho Panhandle National Forests. In light of a recent court ruling (Sequoia ForestKeeper v. Tidwell, 11-cv-00679-LJO-DLB (E.D. Cal.)), the Forest Service will provide public notice, comment, and opportunity for administrative appeal for projects and activities documented with a "Decision Memo" (36 CFR 220.6(e)) until new instructions are issued by the Washington Office, or the Agency issues regulations addressing the Court's ruling. The proposal would involve applying native materials and willows to 455 feet of riverbank adjacent to the Medimont Boat Launch to stabilize eroding soil and prevent further erosion. These activities are part of a two-phase project; the riverbank rehabilitation complements investments made under the first phase, which authorized activities to improve the existing boat launch and parking at the site; install an outhouse; and barricade, decompact and revegetate unauthorized routes at the Medimont Boat Launch site. In light of a recent court ruling (Sequoia ForestKeeper v. Tidwell, 11-cv-00679-LJO-DLB (E.D.
