NOTICE OF EURASIAN WATERMILFOIL HERBICIDE TREATMENT Eurasian watermilfoil (Myriophyllum spicatum), is a non-native water weed designated as noxious in the State of Idaho. This plant has been found in Kootenai County at Hayden Lake, infesting large, shallow areas. Kootenai County Noxious Weed Control, in cooperation with federal and state agencies, has contracted with a professionally-licensed aquatic weed management company for herbicide treatments in portions of the lake. The remaining infestation in Hayden Lake will be controlled through physical removal by divers. Weather permitting, herbicide applications will occur the week of July 25th 2011. The aquatic herbicide treatment plan involves the use of liquid DMA 4 or Weedestroy AM-40 (active ingredient: 2,4-D) and Ecotriclopyr 3 SL (active ingredient: triclopyr). We will treat sections of the shore of Hayden Lake and individual bays where infestations are the most dense. Within 1/4 mile of herbicide treatment sites, certain water use restrictions apply: No human consumption or food crop irrigation or watering (such as lawns), until herbicide residue reaches Environmental Protection Agency (EPA) minimums. There are no restrictions on swimming or fishing. LEGAL NOTICE OF DECISION CLARK CREEK BLOWDOWN PROJECT BONNERS FERRY RANGER DISTRICT IDAHO PANHANDLE NATIONAL FORESTS The Deceision Memo (DM) for the Clark Creek Blowdown project was singed by Bonners Ferry District Ranger Linda McFaddan on Thursday, July 7, 2011. The Clark Creek DM authorizes the the removal of blown down trees within the 30 acre Clark Creek project area, which encompasses Forest Service Road 2411A. The trees were blown down in a wind storm in 2005. Most of these trees have been down for six years and are no longer commercially valuable as saw log material; however, they will be useful to the Kootenai Tribe of Idaho the Kootenai River Habitat Restoration Project. The project will install the trees along eroding river banks in order to reduce bank sloughing, create floodplain habitat, and begin to improve the overall aquatic ecosystem in the Kootenai River. This project is located in Section 34, T63N, R1W, B.M. on the Bonners Ferry Ranger District of the Idaho Panhandle National Forests (IPNF), Boundary County, Idaho. The proposed project area encompasses approximately 30 acres in the Clark Creek drainage, northwest of the town of Bonners Ferry, Idaho. Forest Service road #2411A provides access to the project area. Conventional ground-based equipment such as excavators and skidders will be used to yard (aggregate) the logs to designated locations for loading and transport. The equipment will operate on designated trails and slash mats to minimize ground disturbance (compaction and exposure of soils to erosion). After use, the skid trails will be ripped and rehabilitated to maintain soil productivity and promote root development for future vegetation. Incidental small diameter live trees will be cut if they are within the designated skid trails, and snags will be felled only if they pose a safety hazard. Approximately 20-30 tons per acre of coarse woody material will be retained on the site following the recommendations of Graham et al. (1994). To restore native trees species in the project area, larch and western white pine seedlings will be planted in the open areas of the project. Forest Service Road 2411A will be decommissioned following completion of the project. ALPINE MEADOWS WATER AND SEWER DISTRICT REQUEST FOR PROPOSAL Project Description and Scope of Work: Alpine Meadows Water and Sewer District (AMWSD), of Hayden, Idaho, through their governing board, is soliciting proposals from qualified Engineers for assistance in the following: AMWSD drinking water system, consisting of one well, pipelines and storage tanks serving approximately 102 homes, will be upgraded to address community growth anticipated over the next 30 years. Work is expected to include supply, pipelines and storage facilities. Professional services required for a facility plan are likely to include feasibility/alternative development and analysis, grant or loan request preparation, environmental review (EID), participation in public/community meetings, surveying, programming, schematic design, construction drawings, and construction project oversight.
