PRESS: Require writers' names

I don't understand why letters to the editor get published when someone does not sign his name, when the rules for publishing are clearly stated right there: the letter writer must sign his full name etc. I have read numerous letters from writer Unus Vocate, who has gone on numerous rants, and in my opinion, is a coward who is afraid to sign his real name. So I am wondering, why does the Coeur d'Alene Press continue to print them? Either follow your own rules or why bother to make any?
