LEGAL NOTICE OF DECISION NORTH ZONE TIMBER STAND IMPROVEMENT PROJECT Bonners Ferry District Ranger Linda McFaddan has signed the Decision Memo (DM) for the North Zone Timber Stand Improvement Categorical Exclusion (CE). The decision is to implement pre-commercial thinning of trees on approximately 3,109 acres of National Forest System lands on various locations throughout the North Zone of the Idaho Panhandle National Forests. The North Zone consists of the Bonners Ferry, Priest Lake and Sandpoint Ranger Districts. The signed CE, maps, and other supporting documents, can be found on the Idaho Panhandle National Forests (IPNF) public website at: http://fs.usda/gov/goto/ipnf/projects. The decision is to proceed with the thinning of juvenile sapling and pole-sized stands of trees. These stands were established through natural and artificial reforestation following timber harvests that occurred approximately 15 to 20 years ago. Thinning consists of cutting the excess trees that are crowding the preferred species. The treatment is designed to increase the overall health and vigor of the stands. This action is categorically excluded from documentation in an environmental impact statement or environmental assessment as it falls within Category 6 of Section 31.2 of the USDA Policies and Procedures Handbook (Forest Service Handbook) 1909.15. This decision is subject to appeal pursuant to 36 CFR 215, as clarified in the court order dated October 19, 2005 by the U.S. District Court for the Eastern District of California in Case No. CIV F-03-6386JKS.
