USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho District Ranger Randy Swick has announced his decision to implement a proposal to allow the Panhandle Nordic Ski Club to continue winter activities in the 4th of July Cross-Country Ski and Snowshoe Area located on National Forest System lands south of Interstate 90 at 4th of July Pass. The Nordic ski and snowshoe trail system is located within the South Fork Cedar Creek drainage (T49N, R2W, Sections 1, 2, and 11-14, Boise Meridian). Under this decision, a Special Use Permit will be issued to the Panhandle Nordic Ski Club authorizing the continued use, maintenance and repair of specific existing structures. Trails will continue to be cooperatively managed and maintained by Idaho Department of Parks & Recreation, the Panhandle Nordic Ski Club, and the Forest Service through a Challenge-Cost Share Agreement that provides funding for trail maintenance. The existing area closure will be retained to prohibit use of over-snow motorized vehicles, except as needed for grooming of the permitted routes, to protect the groomed routes and provide for public safety. A seasonal closure will be implemented on that segment of Forest Road 614, from Rose Saddle to the winter parking area at 4th of July Pass, prohibiting over-snow motorized vehicle use and wheeled motorized traffic when this route is being groomed for nordic skiing and snowshoe use. To facilitate the seasonal closure, a gate will be installed on the north end of Road 614 in the vicinity of its junction with Forest Road 905, with signs and a barricade placed at Rose Saddle. This project meets the criteria to be categorically excluded from documentation in an environmental assessment or environmental impact statement (36 CFR 220.6(e)(3)). The decision is not subject to administrative review (appeal) pursuant to 36 CFR 215.8(a)(4).
