USDA FOREST SERVICE NORTHERN REGION RECORD OF DECISION FOR MOTORIZED ACCESS MANAGEMENT WITHIN THE SELKIRK AND CABINET/YAAK GRIZZLY BEAR RECOVERY ZONES ON THE KOOTENAI, LOLO AND IDAHO PANHANDLE NATIONAL FORESTS The Kootenai, Idaho Panhandle, and Lolo National Forests have prepared a programmatic Record of Decision (ROD) that changes the land and resource management plans (Forest Plans) for the Kootenai, Idaho Panhandle and Lolo National Forests by amending the objectives, standards, and guidelines that address grizzly bear management within the Selkirk and Cabinet-Yaak Recovery Zones. The Record of Decision was signed by the Responsible Officials on November 9, 2011. This ROD will not prescribe site-specific access management decisions within the two recovery zones. Site-specific decisions on individual roads and trails will be proposed through future project-level planning. These proposals will require public notification and will seek public input for identification of issues and concerns and development of alternative actions. The ROD identifies the decision to select Alternative E Updated. This decision addresses public concerns, the social and economic environment, and existing access management on the Forests. The Responsible Officials for these Forest Plan Amendments are Kootenai National Forest Supervisor Paul Bradford, Idaho Panhandle National Forests Supervisor Mary Farnsworth, and Lolo National Forest Supervisor Deborah Austin.
