US Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Acting Forest Supervisor Maggie Pittman has announced her decision to implement fuel reduction and stand improvement activities on National Forest System lands in an area approximately 30 miles east of Coeur d'Alene, Idaho (T49N, R1W, Sections 1-17 and 21; T49N, R1E, Sections 7-9 and 15-18; T50N, R1W, Sections 28, 29, 32, 33, and 34; Boise Meridian). For purposes of this analysis, the area was identified as the Fern Hardy Resource Area. Activities will occur on a total of approximately 2,493 acres and include prescribed burning, timber harvest, and reforestation (tree planting). Associated road management activities include road maintenance, reconditioning, reconstruction, and new construction (1.3 miles permanent construction, 0.7 miles temporary construction), and installation of two gates. Following completion of project activities, a total of approximately 1.8 miles of road will be decommissioned as part of the project. Assessment of this project has been conducted under the authority of the Healthy Forests Restoration Act (HFRA, PL 108-148). Passed in December 2003, the HFRA is intended to reduce the threat of destructive wildfires, while upholding environmental standards and encouraging early public input during planning processes. The HFRA provides a pre-decisional administrative review process (referred to as the "objection" process) pursuant to 36 CFR 218, subpart A (it is not subject to notice, comment and appeal provisions pursuant to 36 CFR 215; see 36 CFR 218.3). The objection period began after release and distribution of the environmental assessment (EA), as announced to the public by notification in the cover letter for the EA and through publication of a legal notice in the newspaper of record (Coeur d'Alene Press, Coeur d'Alene, Idaho) on April 25, 2011. Three letters of objection were received in a timely manner. Reviewing Officer Kathy McAllister (USDA Forest Service, Northern Region) considered the Fern Hardy Resource Area project and determined that the project is in compliance with laws and regulations, and clearly demonstrates how the project is consistent with the HFRA. The concerns and suggestions raised by the objecting organizations have been considered in selecting an alternative for implementation, as described in the decision notice (DN). After considering public comment, the analysis provided in the EA, and Finding of No significant Impact (FONSI), it was determined that the agency's Proposed-Action Alternative would be the most effective at meeting the stated purpose and need in the Fern Hardy Resource Area, while addressing concerns brought forward in the objection process. As stated pursuant to 36 CFR 218.10(b)(2), this project is not subject to further administrative review by the Forest Service or the Department of Agriculture.
