USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai and Shoshone Counties, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests is seeking comments on activities proposed on lands in the vicinity of the Red Beauty Resource Area (T48 and 49N, R2 and 3W). The proposal is made under the Healthy Forests Restoration Act (HFRA), which was passed in December 2003, and includes other resource improvement opportunities. The proposal has been identified as the Red Beauty HFRA Project. Primary objectives of the proposal are to 1) Reduce hazardous fuels and fuel continuity within the Wildland Urban Interface (WUI); 2) Establish and maintain resilient stand structure and species composition across the landscape; and 3) Remove/reduce the presence of shade-tolerant species and re-introduce fire into dry-site old growth and other dry-site habitat. Proposed activities include prescribed burning with no associated timber harvest, fuelbreak construction, and activities associated with timber harvest. Prescribed burning would occur on approximately 3,845 acres of National Forest System lands and 33 acres of adjacent BLM lands. Fuelbreak construction would occur on approximately 51 acres. Commercial thinning harvests would occur on a total of 469 acres, and shelterwood (with reserves) harvest would occur on a total of approximately 1,005 acres. Underburning would occur in association with the timber harvest. Slashing and grapple piling may also occur in some units to reduce hazardous fuels. Planting will occur in harvested areas. Maintenance, reconditioning, and reconstruction will occur on roads to be used for timber haul. A total of 2.6 miles of new system (permanent) road would be constructed, with 0.6 miles of new temporary road. Following completion of project activities, a total of 2.9 miles of road would be decommissioned (including all of the new temporary roads). The district is also seeking comments on other opportunities to accomplish improvements on National Forest System lands within the Red Beauty Resource Area. These opportunities include promoting red alder; improving a small salamander pond; reducing noxious weeds; restoring riparian areas; managing non-motorized recreation and creating new loops; and improving water quality and restoring stream form and function. Accomplishing these opportunities would involve road and trail work. The scoping comment period will end November 15, 2010. Projects authorized under the HFRA are not subject to the notice, comment and appeal provisions pursuant to 36 CFR 215. However, they are subject to the Predecisional Administrative Review Process (referred to as the ?objection? process) pursuant to 36 CFR 218, Subpart A. An environmental assessment (EA) will be prepared and distributed to those who have submitted specific written comments related to this proposed authorized hazardous fuel reduction project.
