LEASH LAWS: They apply to everyone
Whenever I walk my dog in Kiwanis Park in Post Falls, I clearly see all six signs stating "DOGS ON LEASHES ONLY." I wonder, do the signs apply to all dog owners or just some?
The signs don't lay out specific rules or exceptions, so to me it means ALL DOGS. Often I see unleashed dogs in Kiwanis Park and running freely as if they were the only dogs in the park. I am no dog expert, but I know what dogs do when they see other dogs... the unleashed dog runs up to the leashed dog to smell it, play or whatever. These unleashed dogs may be friendly and well behaved, but that doesn't mean the leash law in public parks doesn't apply to them.
Many times the unleashed dogs have come charging up to me and my leashed dog and they are two or three times bigger than my Miniature Schnauzer. We both then feel threatened not knowing if the dog will listen to its owner when called back. Since the recent attack of my dog by a large dog on a fully extended retractable leash and its two unleashed companions, I plan to contact animal control anytime I am confronted with unleashed dogs in Kiwanis Park. My dog was bitten and required medical attention.
Dog owners, please don't ruin this privilege for all of us who obey the rules! And don't forget who is responsible for cleaning up after our dogs. It's us.
