In 2000 Northern Lakes Fire District determined that Station 2 needed to be replaced because of its deficiencies. This was confirmed by Emergency Services Consulting Inc. in their study "Growth Management Plan April 2005". Local architects have been consulted and, after their review, stated that it would not be feasible to remodel and expand the station on the existing spot. They pointed to the fact that the pole-barn structure does not rest on a proper foundation. The concrete slab is not structurally rated and would not support any modern design. The current station has many life threatening and safety hazards that have been identified by Criterium-Pffaf Engineers, by Emergency Services Consulting Inc., and by local architects. This is in addition to members of our own staff who are State of Idaho Fire Inspectors. The station is a pole-barn built prior to any building codes and was constructed by fire volunteers in 1978. An addition built by firefighters in 1995 was added to the pole-barn to accommodate 24/7 staff of three, with offices and living quarters. The station was remodeled in 2000 by firefighters to provide separate sleeping rooms for 4 additional staff, both male and female. The current station is 4,900 square feet and houses up to seven full time personnel. The building lacks smoke and carbon monoxide detectors, fire sprinklers, and emergency exit lighting or signs. It has electrical hazards, improper plumbing and sewer design, poor indoor air quality, is not ADA compliant and structural integrity has been compromised. It would cost more to repair or remodel Station 2 than build a new station on the District's adjoining 4.36 acres. Northern Lakes Fire Station 2 is will be replaced with a 10,000 sqft new constructed Fire station. The station would be designed to meet or exceed the LEED Silver standard. It will be built for nine staff, 24/7-365 days. Specifically, the new station would consist of: three drive through apparatus bays. This entire structure will be designed and built according to the most recently approved requirements, codes, and standards developed by the International Code Council (ICC), ADA compliant, as well as NFPA standards that involve fire station construction. The new station will be built on the adjoining 4.36 acres that is owned by Northern Lakes Fire District. The property is already zoned public by the City of Rathdrum and approved for a fire station, been surveyed and topographic mapped by Tate Engineering. A Right-Of-Way Encroachment Permit as been issued from The Idaho Department of Transportation for Hwy 53. All utilities including, sewer, water, phone, cable, DSL, electric and natural gas are available on the property. Preliminary plans have been designed. Site Work include for the 85,000 square foot (SF) lot includes 40,000 SF of Paving, 10,000 SF Building Footprint, 10,000 SF of and 25,000 SF where no work is required.
