FLAG: Dispute in Kellogg unnecessary

| May 27, 2010 6:27 AM

The rules of displaying the U.S. flag are covered by a specific code. On April 14, 2008 the U.S. Senate did a report updating the rules of display. I refer you to a Website with the report. It is in PDF form. The site is:

http://www.senate.gov/reference/resources/pdf/RL30243.pdf

The report is called “The United States Flag: Federal Law Relating to Display and Associated Questions.”

If you will check page 7, thereon is section 7 sub para (f) which states:

"(f) When flags of States, cities, or localities, or pennants of societies are flown on the same halyard with the flag of the United States, the latter should always be at the peak. When the flags are flown from adjacent staffs, the flag of the United States should be hoisted first and lowered last. No such flag or pennant may be placed above the flag of the United States or to the United States flag’s right."

As you can see the display of two flags is permitted providing the display is on US soil and the US flag is at the top of the halyard.
