CATS: They're out of control - again

I read with interest about dogs leaving their gifts and the owners responsibilty of picking up after them. Now for the same question that comes up year after year. What about the neighbors’ cats? Who picks up or cleans up after them?
I am sick and tired of these people who let their cats out to kill song birds and baby squirrels. I'm damn tired of these animals urinating and defecating, and leaving their gifts wherever they choose. My front door and barbecue smells terrible from these animals leaving their mating spray! So what is the answer? I'll never tell!
