Notice of Public Comment Period Substantial Amendment to CDBG Entitlement Program Annual Action Plan 2009 and 2010 The City of Coeur d'Alene is proposing to substantially amend the Action Plan for Plan Year 2009 and Plan Year 2010 under the City's Community Development Block Grant (CDBG) Entitlement Program. This amendment will provide a clear description of activities selected for funding with CDBG dollars under the 2009 and 2010 plan years. In their 2009 Action Plan, the City of Coeur d'Alene identified $100,000 to be used for land acquisition to further low-to-moderate income housing within the City, a high priority in the Consolidated Plan. During development of the 2010 Action Plan, the City identified another $100,000 for land acquisition. This substantial amendment will specifically allocate the $200,000 (total of 2009 & 2010 funding) identified for land acquisition for use in the 50 unit Mill River Senior Apartments project. The 2010 Action Plan budget included $100,000 to be awarded through a competitive Community Opportunity Grant process. Of the six applications that were submitted to the City, two projects have been recommended to the City Council for approval and funding in Plan Year 2010. Additionally, the City received $27,006 more than anticipated in its plan year 2010 allocation, which will be budgeted toward a sidewalk enhancement project on East Fairway Drive. Whitewater Development, Inc. will utilize $200,000 from the City's CDBG Entitlement program for land acquisition and $40,000 under the City's Community Opportunity Grant Program for architecture and engineering activities during the development and construction of Mill River Senior Apartments, a 50-unit project for low-income seniors. The estimated total budget for the project is $6,587,376. The project will meet HUD's National Objective of benefitting low-to-moderate income persons. Mill River Senior Apartments will provide safe, clean, affordable housing for tenants who are 55+ years of age. The project site is located on the north side of Seltice Way, just to the west of Grandmill Lane. The City will provide $46,000 to Community Action Partnership (CAP) through the Community Opportunity Grant program. The funding will be used to provide Housing Counseling services to 100 households in the Coeur d'Alene area. At least 51% of the persons assisted by the program will be low-to-moderate income; thereby meeting. HUD's National Objective of benefitting low-to-moderate income persons. CAP will provide housing counseling from their Coeur d'Alene office to help people reach housing goals and solve housing problems by providing information, looking at options, advocating and making referrals. Areas of assistance will include foreclosure prevention and reverse mortgages. Beneficiaries may be homebuyers, homeowners, renters and the homeless. The substantial amendment process includes a thirty-day public comment period. The public comment period is open from June 4, 2010 through July 7, 2010.
