<p>JEROME A. POLLOS/Press Someone provided a little artistic addition to the giant fork bike racks on Fourth Street created by local artist Jason Schwartz. Pedestrians and motorists passed by the forks Friday which now include spaghetti and meatballs crafted from foam "water noodles" and plastic bags.</p>
