SWAT arrests armed suspect in Kootenai County

A man was arrested near Post Falls early this morning following a standoff with law officers.

Justin R. Raper, 37, was taken into custody on charges of kidnapping, first-degree stalking, burglary and trespassing.

A KCSO press release said deputies have been investigating a stalking/kidnapping incident in the unincorporated area of Coeur d’Alene. Deputies learned Raper had allegedly stalked the victim, entered the victim’s residence without permission, held the victim against their will, and trespassed at the victim’s home, according to the release.

About 4:30 this morning, Raper sent the victim a photo showing himself holding a firearm to his head along with a threatening message. Raper is prohibited from possessing firearms due to previous felony convictions, the release said.

Based on information provided by the victim, deputies determined Raper was in the 4000 block of W. Grange Avenue in the unincorporated area of Post Falls and obtained an arrest warrant.

"Deputies responded to the residence and established a perimeter. Raper initially refused to exit and surrender," the release said.

The joint KCSO/CDAPD SWAT team responded. Raper eventually exited the residence and was arrested without further incident.

Additional charges may be pending as the investigation continues, the release said.
