OIL: Why do prices raise so fast?

According to “How Long Does It Take to Produce Petrol?” on petroonline.com, the target timeline to get crude oil out of the ground, refined and to our local gas stations is four weeks. So why does it take gasoline retailers only four nanoseconds to raise the price of gas at the pumps every time the price of crude goes up? Just asking.
