FIREWORKS: Is damage other cities’ responsibility?

I have a question concerning the changes in the Cd’A council’s fireworks code. The code now allows people who are setting off illegal fireworks to be charged by the evidence in their front yard without the officer seeing them actually lighting them.

Now that this decision has been made, it seems to me that all other cities should follow Cd’A’s lead. The Cd’A City Council has proven they are doing everything they can to protect their city from any fire started by a person in their city limits. 

On the other hand, if another city does NOT change their codes to give officers every tool needed to protect their citizens and someone starts a fire, could not the council of that city possibly face legal action to force them to take legal responsibility for all expenses brought forth by the fire, since they did not do everything they could to protect their citizens?
