GOZZER ROAD: Closure petition should be rejected

Developers and HOA of Gozzer Ranch have submitted a petition to privatize/gate Gozzer Road through Gozzer Ranch … approximately 1.9 miles. An unreasonable restriction of public rights to close this public road (which they knew was public in 2007 when building Gozzer Ranch) to 100% of the public 24/7, 365 to serve a small number of seasonal residents (typically occupy the area only 1-3 months per year.)  

If approved, this sets a precedent which can be used by other large development companies that create massive exclusive developments in Kootenai County. Remember: they want 1.9 miles, not a few feet.

This road is essential for travel by permanent year-round residents, particularly during winter months when roads may be blocked or hazardous. Many rely on the ability to travel this stretch of road should there be blockage or dangerous conditions elsewhere to Highway 97. An evacuation route for many will be eliminated.

Emergency access concerns: ER vehicles would get access in case of 911 emergency (fire, health) but clearly will be detained passing through two gates, four if Life Flight is needed.

And a faulty argument that it will enhance the safety of members. The VAST majority of traffic is construction vehicles, constantly traveling in to build more homes!

This road is regularly used for recreation and health year-round. Especially through Gozzer Ranch. Other portions of Gozzer Road are too windy and narrow for safe use by pedestrians/cyclists.

Finally, there have been two prior rejections in 2004 and 2019. Why? Because it’s a bad idea.

The public hearing is Monday, Feb. 9, 2 p.m. at the CDA Public Library.
