WATER: Who is using it all?

To anyone that is onboard with raising water rates. Please explain in detail what impact fees are? Purpose of those? Where dispersed? Now all funds/fees with new building permits? Don’t forget hook up fees etc., then finally the usage fees. To the usage fees and service fees I believe the estimate from past article was $7,900,000 a year from usage fees. Lets look where those get spent? Let’s look at data on who is actually using all the water flowing out? My money is on business, schools landscaping (not students) city parks, city landscaping along roads, HOA and now apartment mini cities, large green spaces and swales (not individual houses that residents control) using all the water. You know who, yet want too hide the fact or imo flat lie about use when the cookie jar runs out. It’s not endless and no amount of fees solves that. If new growth can’t fund the pressure (loss of) on the system, which already collected those fees and monthly fees from old growth. The issue is management, city leaders and good ole chamber of commerce and developer back room deals. WHY should current and longtime homeowners get burdened with another tax hike to fix mismanagement of funds from multi RNDs of taxes/fees the system collected already? The sheep worry about the wolf, yet the farmer is taking its wool and then eats him. Why? Farmer supplied the water? That was there and free before farmer in the stream. Oh that was blocked to build farmers house and now fills the water tank he restricts!
