WATER: Try a positive incentive

Why should any existing resident be burdened with the added cost due to growth? Treating new development as incremental growth leads to higher costs for all. The developers should be charged for the full capacity of added utilities. This may slow investment in new development, but market forces will correct over time. Regarding water consumption for landscape maintenance, how about a positive incentive for lower water use green scape?
