NOTICE OF PUBLIC HEARING    Notice is hereby given, pursuant to Idaho Code § 63-1311A, to hold a public hearing to increase the administration fee (“Registration Admin Fee”) for vehicle registrations as contemplated under Idaho Code § 31-870(1), -(3) and -(4). The purpose of these fees are to fund the County Assessor’s Vehicle Titling Operations as the local agent of the Idaho Transportation Department (“ITD”), Division of Motor Vehicles (“DMV”) pursuant to Idaho Code § 49-205.     The provisions of Idaho Code § 31-870(3) permit the County Commissioners to set a Registration Admin Fee authorized under for the local issuance of motor vehicle registrations pursuant to 21 chapter 4, title 49, Idaho Code. Separately, House Bill 85 was adopted by the 2023 legislative session adding a new subsection 4 to Idaho Code § 31-870 that became effective July 1, 2023.     An independent analysis was performed by the Kootenai County Auditor’s Office at the request of the County Assessor.
