NIC: Administration not doing its job

I have not searched to determine the answer to this question but will pose it without doing so because I feel NIC is too important to our community.

The question is: Under what agency was NIC developed and operate? The State? Kootenai County? Coeur d’Alene?

What brought this to mind was that I was wondering whether NIC as it now stands could be simultaneously dissolved and reconstituted as, for example, to be operated under the umbrella of Idaho State Colleges and Universities. The longer this boondoggle goes on, the more prominent this question becomes. Who is controlling what goes on and why is no resolution in sight? Clearly the present composition of administration is not up to the task of properly operating this school for the benefit of those being served.
