IMPACT FEES: Another idea

Perhaps there is a more appropriate target for impact fees. How about all the members of every planning and zoning board in the cities and county who seem obsessed with filling up every open space with some housing/apartment development. It certainly seems they give very little, if any, thoughts to how that growth they so eagerly approve will affect the existing infrastructure.
