USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) has prepared an environmental assessment (EA) and draft finding of no significant impact (draft FONSI) to document effects of activities proposed for the Character Fire Salvage and Restoration Project. The project area is located within National Forest System lands in the perimeter of the 2021 Character Complex Fire, approximately three miles north of Kellogg, Idaho, within the Eagle Creek drainage in portions of T50N R2E, T50N R3E, T51N R2E, T51N R3E, T52N R2E, and T52N R3E Boise Meridian. Project objectives are to avoid a loss of commodity value sufficient to jeopardize the agency's ability to accomplish objective directly related to resource protection or restoration, reduce hazards threatening human health and safety, and re-establish forested conditions and/or facilitate recover to meet management objectives outline in the Forest Plan. The EA/draft FONSI, maps and supporting documentation are available for review on the project website at: https://www.fs.usda.gov/project/?project=61090. In early July 2021, lightning storms first ignited the Prichard and Deceitful fires, which were managed as the Character Complex Fire and ultimately affected approximately 12,400 acres. The District is proposing to salvage timber, fuel treatment and tree planting on approximately 3,100 acres in stands where it is estimated the dead and dying trees have enough merchantable timber to provide an economically viable timber sale. This would capture the commodity value necessary to accomplish project objectives while contributing to employment and income in local communities and at the same time protecting other resources in the area to the extent possible. Additional seedlings would also be planted on approximately 1,400 acres of severely burned areas that are not proposed for salvage. Salvage logging would result in large openings in the forest canopy. There are 82 salvage units, many of which share common boundaries. It is anticipated that 35 total openings would result from the proposed salvage with 14 of those openings larger than 40 acres in size. Forest Service policy normally limits the size of harvest openings to 40 acres or less in size. However, where natural catastrophic events such as fire, windstorms, or insect and disease attacks have occurred, 40 acres may be exceeded without 60-day public review and Regional Forester approval, provided the public is notified and the environmental analysis supports the decision (FSH 2471.1, R1 Supplement). The Character Complex is a qualifying catastrophic natural fire event. The public was notified of the over 40-acre openings during the scoping process and the environmental analysis has provided the rationale for the large openings. While existing roads and landings would be used wherever feasible, the proposed salvage would require construction of an estimated 7 miles of temporary road. At the completion of their intended use, the temporary roads would be decompacted, recontoured to the approximate shape of the surrounding terrain, and seeded or covered with debris to prevent erosion and unauthorized use, and to accelerate hydrologic and vegetative recovery. Road maintenance would occur on routes used for the project. No new permanent road would be built. As part of this project, the Forest is requesting an emergency situation determination (ESD) pursuant to 36 CFR 218.21, to address the hazards threatening health and safety along roads and trails in the project area and to capture the commodity value necessary to accomplish project objectives directly related to reforestation, achieve relief from hazards threatening human health and safety, and mitigate threats to natural resources on National Forest System lands This is the notice and comment period for this project. If the ESD is approved, a decision notice (DN) signed in the summer of 2022, following the publication of this EA/draft FONSI. ESD would waive the 90-day predecisional administrative review process commonly referred to as the 218 objection process. If an ESD is granted, this 30-day comment period would be the last opportunity to engage with the Forest Service prior to a decision. If an ESD is not granted, the opportunity to object to the project would remain. Achievement of project objectives is most likely to be successful with implementation in summer and fall 2022. The interest rate anticipated on the proposed bond issue, based upon current market rates, is three and three quarters percent (3.75%) per annum. The total amount estimated to be repaid over the life of the bonds, based on the anticipated interest rate, is $1,009,577.23, consisting of $600,000.00 in principal and $409,577.23 of interest. The term of the bonds will not exceed thirty (30) years from the date of issuance. NOTICE OF SPECIAL ELECTION CITY OF HAYDEN LAKE BUDGET INCREASE On May 17, 2022, the City of Hayden Lake will hold a special election to increase its budget by $95,000.00 commencing with the fiscal year beginning on October 1, 2022 and ending on September 30, 2023, pursuant to Idaho Code Section 63-802(1)(g). The proposed increase equates to a tax of $28.09 per $100,000 of taxable assessed value, per year, based on current conditions. These funds will be utilized for road maintenance, law enforcement and administrative expenses. Specifically, the funds will be used to (1) increase police patrols and police officer presence within the City, (2) implement a road maintenance program that will improve the overall quality of City roads, and (3) cover increasing costs of employee salaries and benefits, utilities and goods. Idaho Code Section 63- 802(1)(g) allows the City to increase its budget by an amount not to exceed the difference between 0.004 and the actual prior year's levy multiplied by the prior year's market value for assessment purposes. The polling place for such election shall be Hayden Lake City Hall, 9393 N. Strahorn Road, Hayden Lake, Idaho 83835. The polls shall open at 8:00 a.m. and shall remain open until 8:00 p.m. Further information regarding such election may be obtained by contacting the City Clerk at City Hall or by calling her at (208) 772-2161.
