The date of the District's special election is May 17, 2022. The total existing bonded indebtedness of the District, including accrued interest, is $583,860. The interest rate anticipated on the proposed sewer revenue bonds, based upon available funding options, is 3.50% per annum. The total amount to be repaid over a term of forty years, principal and interest, based on the anticipated interest rate, is estimated to be $11,613,165.95, consisting of $6,200,000 in principal and $5,413,165.95 in interest. The bonds are revenue bonds, and no property tax will be levied to repay the bonds. Only those persons who at the time of the special election are registered, qualified electors shall be able to vote in the election. The Kootenai and Shoshone County Clerks shall be the registrar(s) for the special election and shall conduct voter registration pursuant to Idaho Code § 34-1402. If, at the election, a majority of the qualified electors of the District vote in favor of the issuance of the bonds for the purposes set forth in Resolution No. 2022-01, the sewer revenue bonds of the District will be issued for said purposes. The bonds will mature over a period of not to exceed forty (40) years, and will bear interest at a rate or rates to be prescribed by the resolution authorizing the issuance of the Bonds. The principal of and interest on the Bonds will be payable solely from the revenue derived from the rates and charges for the use of, and services rendered by the sewer system of the District, as more particularly set forth in a resolution or resolutions to be hereafter passed and adopted by the Board of Directors. NOTICE OF SPECIAL REVENUE BOND ELECTION OHIO MATCH ROAD WATER DISTRICT Pursuant to the laws of the State of Idaho and Resolution No. 2022-01 of the Board of Directors of the Ohio Match Road Water District, Kootenai County, Idaho (the "District"), adopted on February 9, 2022, notice is hereby given that a Special Revenue Bond Election will be held in the District on Tuesday, May 17, 2022, beginning at the hour of 8:00 A.M. and closing at the hour of 8:00 P.M. on the question whether the District shall be empowered to issue revenue bonds in the principal amount up to $600,000 for the purpose of financing the design, acquisition and construction of certain capital improvements as hereinafter described (the "Project") to the District's existing water supply and distribution system (the "System"), said bonds due in such installments as fixed by the District, the last installment due and payable not later than thirty (30) years from the date of the bonds (such revenue bonds shall be payable from the revenues of the System, and not from ad valorem property taxes). Said election shall be held at the regular polling places for elections in Kootenai County, Idaho, [or by mail], as indicated below: Pursuant to Section 42-4109, Idaho Code, every citizen of the United States at least eighteen (18) years old who has resided in the District for thirty (30) days, if registered to vote, is a qualified elector. The Project to be financed by the sale of the proposed bonds is the design, acquisition and construction of certain capital improvements to the District's water supply and distribution system and related equipment, including, but not limited to: (i) the acquisition, construction and installation of an additional groundwater well for System redundancy; (ii) replacement and upsizing of booster capacity at the Lower and Upper Booster Stations; and (iii) expenses properly incident thereto, including but not limited to administrative, engineering and other professional services, costs of issuance of such bonds and any amounts necessary to establish bond reserve funds, if any. The interest rate anticipated on the proposed bond issue, based upon current market rates, is three and three quarters percent (3.75%) per annum. The total amount estimated to be repaid over the life of the bonds, based on the anticipated interest rate, is $1,009,577.23, consisting of $600,000.00 in principal and $409,577.23 of interest. The term of the bonds will not exceed thirty (30) years from the date of issuance. The estimated average annual cost to the taxpayer on the proposed bond is a tax of $0.00 per $100,000 of taxable assessed value, per year, based on current conditions. As of May 17, 2022, the total existing bonded indebtedness of the District, including interest accrued, is $0.00. NOTICE OF SPECIAL ELECTION CITY OF HAYDEN LAKE BUDGET INCREASE On May 17, 2022, the City of Hayden Lake will hold a special election to increase its budget by $95,000.00 commencing with the fiscal year beginning on October 1, 2022 and ending on September 30, 2023, pursuant to Idaho Code Section 63-802(1)(g). The proposed increase equates to a tax of $28.09 per $100,000 of taxable assessed value, per year, based on current conditions. These funds will be utilized for road maintenance, law enforcement and administrative expenses. Specifically, the funds will be used to (1) increase police patrols and police officer presence within the City, (2) implement a road maintenance program that will improve the overall quality of City roads, and (3) cover increasing costs of employee salaries and benefits, utilities and goods. Idaho Code Section 63- 802(1)(g) allows the City to increase its budget by an amount not to exceed the difference between 0.004 and the actual prior year's levy multiplied by the prior year's market value for assessment purposes.
